Cook Shire Council
Cook Shire is the largest land area shire in Queensland occupying over 80% of the Cape York Peninsula Region encompasssing 115,000 km2. The southern boundary comprises in part the Bloomfield River, while to the north the Shire extends to the 11th parallel of latitude, found just beyond the Jardine River.
Community Councils
In 1984, Queensland established a system of community level land trusts, to own and administer former reserves under a special form of title called a Deed of Grant in Trust.
In 1986 the community of Hope Vale, north of Cooktown became the first to receive a Deed of Grant in Trust (DOGIT)

Hope Vale Aboriginal Council.
Each trust area became a local government area. Incorporated Aboriginal Councils, which elect representatives every three years, manage the community's affairs.
The Councils are able to make by-laws, appoint community police and are responsible for maintaining housing, infrastructure, the Community Development Employment Program (CDEP), similar to work for the dole, licences and hunting and camping permits.
